Project Team work organization - Rationale and subgroups

A very important characteristic of the ELM project is that, for the first time, the CEN/ISSS LT standardization bodies are undertaking an active role in providing technical interoperability standards for documents agreed by the EU  in order to support the exchange of Europe-wide learner and employment information.  This is a unique opportunity for the LT standardization domain to be acknowledged as a key player in the evolution of the European Mobility landscape and to lead the way towards sustainable Information Systems and tools, and, eventually, towards a European backbone for learner mobility and employability services.

As perceived within the context of our project, European Learner Mobility could follow two parallel, equally important standardization paths: one, that directly addresses the European requirement for rapid implementation and dissemination of the transparency information tools throughout Europe; while the other focuses on sketching the broader mobility landscape, thus providing the vision and preparing the grounds for the further development, augmentation and exploitation of transparency information that will lead to the implementation of valuable services to the community (e‑portfolio, learning and employment opportunity exploration, etc).

On this basis, we believe it is crucial to work on these parallel paths in order to:

  • provide immediate solutions, and demonstrate the leading role of the learning technology standardization community in the harmonization and stimulation of European decisions; and, at the same time,
  • prepare new recommendations with the explicit aim of outlining the future directions of learning technology standardization work for addressing emerging needs.

It is therefore suggested that the Project Team forms three working subgroups, as follows:

WG1:  ELM background and Context

Indicative tasks:

  • description of current practice at national and European levels
  • description of concrete business cases and mobility information services
  • definition of a conceptual model for describing European Mobility in terms of information tools and required interoperability standards (with reference to learning/employment exploration, competency and portfolio information and services)
WG2: Diploma Supplement - Core Elements

Indicative tasks:

  • Research of existing specs and structures
  • Abstract Model
  • Data-binding(s)
  • Implementation prototypes
WG3: Strategy Planning (Forward thinking)

Indicative tasks:

  • Observation of related EU policies
  • Consideration of possible future alignment with other initiatives relevant to ELM
  • Feeding of outcomes/recommendations into policy development for further enhancing transparency information structures
  • Dissemination and liaison activities

The PT members can join one or more subgroups to participate in, indicating a primary contribution group.
