The Europass Decision No 2241/2004/EC of the European Council and the Commission

This Decision establishes a single Community framework for achieving the transparency of qualifications and competences by means of the creation of a personal, coordinated portfolio of documents, to be known as 'Europass', which citizens can use on a voluntary basis to better communicate and present their qualifications and competences throughout Europe...

In order to implement this Decision, the Commission and the relevant national authorities shall cooperate in setting up and managing a Europass Internet-based information system, which shall include elements managed at Community level and elements managed at national level.

    What specific instistution owns which document ?

    • Diploma Supplement - Higher Education Institution of the student. The university has all the academic records (data) in its system.
    • Certificate Supplement - NEC (National Europass Centers) ?  Question: how does the NEC have all the info about "professional" experience of an individual ? this data may be scattered around various systems, institutions and offices and in multiple format (electronic and paper)

    The Certificate Supplement is issued for providing additional info to formal vocational education and training programme certificates. It does not refer to professional experiences of the individual, but to the skills/competencies acquired through a formal vocational/training period. As far as public vocational education and training organizations are concerned, many countries have already developed CS inventories for the types of certificates they provide. Private institutions can also issue CSs in collaboration with NECs. So, I would say, awarding institutions are the owners of the CSs, as is the case with the universities and DSs. However, there might be a procedure for private institutions (e.g. to be NEC certified) to be able to issue recognised CSs.

    The Europass Mobility is a record of any organised period of time that a person spends in another European country for the purpose of learning or training. The mobility experience is monitored by two partner organisations, the first in the country of origin and the second in the host country. Both partners agree on the purpose, content and duration of the experience; a mentor is identified in the host country. The partners may be universities, schools, training centres, companies, NGOs, etc.Here, again, the two partner organizations are responsible for managing the relevant data.
