Session 1: "Harmonised Model of the competency domain"
Making sense of the Competency domain - negotiation a common model to facilitate further discussion.

In this session they will try to come up with a harmonised model of the competency domain (alternatively agree upon what they disagree about).

Then, we try to validate this agreed high level model, discussing how the more detailed ICOPER, Prolix, and LEAP2A models fit in this picture.

  

Session 2: "Visions for new competency services and new standards"
Next validation - the bottom up perspective: What services are envisioned by the ongoing projects? What services are needed?

And what New Work Items could be proposes for standardisation.

Main focus will be the competency modelling and measurement and its improvement by future standards for competency models and measurements.

European CoP on Standardisation of Competency related objects

Standardisation of Competency related objects seems to be an upcoming field of interest that justifies a SIG within the pre-standardisation activities of CEN WS-LT. The ideas was launched at the pre-workshop meeting of WS-LT in Berlin, April 2009. There are a number of projects exploring "Comptencies", e.g., ICOPER, ISO/IEC JTC1 SC36 WG3, the ELM project withing WS-LT, CETIS and others.

Objective and Activities

Main Objective (suggestion): To promote a common European understanding and practice regarding competencies i relation to schools, academic, life long and professional learning.

This will be accomplished by:

  • Providing an overview of outcomes of key projects in this area, who is dealing with what issues related to competencies (competency map in the area)
  • Bringing in user requirements identified by the different research projects, the business world, national groups, and by individual experts
  • Developing a common understanding of the different competency models developed in the area using modelling and semantic technologies to link and compare them e.g. Connect these different maps through their main concepts in different contexts (contexts are the different maps, groups, standard organizations, projects, situations, purposes: where it can be used by whom, when, where, why, what for, ownership of the model)
  • Attaching usecases, scenarios, good practices, failures, etc.
  • Creating an alert system on trends, emerging topics, and concepts, showing at the same time the evolution of such concepts
  • Providing recommendations for harmonization

The ICOPER project is now building a Discourse Tool (combining Mediawiki with Cmap Tools). This might be a place for the SIG to go for discussions.

Meetings: Should we organise a FlashMeeting in the near future on a particular issue, e.g., coming out of the projects (ICOPER, Prolix, TenCompetence or others)? Any ideas of other SIG f2f meeting opportunities, piggybacked on an ICOPER/Prolix/WS-LT... event?
