About Nordlet: Project description and background information


NORDLET is the Nordic Baltic Community for Open Education representing practitioners and resarchers in the field of Open Content for Learning, Education and Training in the eight countries.

The main goal of the NORDLET project is to build a Nordic-Baltic network and Community of Practice set to develop and harness a region-specific perspective on the use of technology in Learning, Education and Training. The common ground for the NORDLET Open Educational Community is to provide a single cross-sector, cross-country access point to educational resources within a dynamic network. Our focus is to promote sharing, re-use and enhancement of learning scenarios and learning resources across all levels of the educational systems of the Nordplus countries.

The NORDLET community will follow the Nordic tradition of creating open dynamic educational opportunities for all - providing networking and technology tools to enhance cooperation and communication across countries and sector boundaries to improve the exchange of educational materials, pedagogical and technological expertise.

Open Content, Open Educational Resources, Creative Commons: What is it?


Open Educational Resources (OER) have been widely discussed in the last years, driven by large projects and by successful Open Source initiatives in the field of software development. The concept of Open Educational Resources (OER, also: Open Content) is promising - the idea is to collaboratively develop, (re-)use and share materials such as courses, lesson plans and experiences. This can lead to reduced efforts to develop high quality teaching materials and even better learning experiences. Despite those efforts, there has not yet been a break through in Europe as there are many barriers such as lack of trust, fear of abuse or the "not-invented-here" syndrome.
Open Content is a promising concept for certain fields of E-Learning and Knowledge Management. Open Content denotes educational resources which are intended to be shared and distributed amongst interested stakeholders. This does not necessarily mean that those resources are freely available and not intended for revenue generation. Those resources are only a base for businesses and organizations using different business models and licensing, e.g., using Creative Commons licensing models.
It is widely accepted that open source software development or open access for publishing can be successful models for both, (freely) sharing resources and developing businesses. From those fields, we have learned that these business models can be successful, e.g., by providing consulting services or developing commercial add-ons. Those concepts might be successful in the field of learning and knowledge management as well. However, Open Content has not yet been widely accepted and adopted by communities in learning, education, and training.
 
Several communities provide open content for different purposes. The MIT OCW Open Courseware project in the USA and several US universities provide their content freely available. It can be argued that this content provision is done for marketing purposes as a degree from those high-profile universities is the main attraction to students, not the content itself. However, many European universities have formed communities sharing and distributing content using Creative Commons license. One major initiative is the Open Content initiative OpenLearn (McAndrew, 2006) by the Open University UK. Other initiatives which mainly provide repositories to share OER are EducaNext, Ariadne, Gateway to Educational Material (GEM), Merlotor the JISC Collections
