Resolution 1: Need for URIs as identifiers to be used in CEN TC353 Standards

CEN TC353 requests Barbara Gatti to clarify with the CEN Task Force if they are able to cover the needs for a permanent service for providing machine readable URIs, to be used as identifiers in CEN standards. If they are not able to do this, then CEN TC 353 instructs its Secretariat to take any further possible actions towards fulfilling our requirement. The rationale on what is required will be published as document TC353 N0xxx.

Resolution 2: Update of Business Plan

CEN TC353 requests its Chair and Secretariat to update the Business Plan, to add the new structure with two working groups, and to meet the requirements from CEN on environmental aspects, by adding the following text:
CEN/TC 353 specifies standards in the field of information and communication technologies relating to learning, education and training which in themselves are not directly linked to environmental aspects. In consequence the elaboration of these standards does not have a direct impact on the environment.
However CEN TC353 indirectly allows energy savings and pollution reduction by its efficient work and standardization development, by facilitating the design and realization of e-Learning and distance learning and in this way avoiding unnecessary travel. In addition CEN TC353 successfully uses virtual meetings for the standardization work avoiding the travelling of the delegates.

Resolution 3: Approval of updated Business Plan

CEN TC353 requests its Secretariat to launch a 30-day letter ballot upon receipt of the updated Business Plan, for approval.

Resolution 4: Appointment of Working Group Convenors

CEN TC353 appoints for a three year period:

• Simon Grant as Convenor of WG1: Interoperability
• Sandra Feliciano as Convenor of WG2: Business Planning, Communications & Prospectives (BPCP)

Resolution 5: CEN EN 15982:2011 Metadata for Learning Opportunities – Advertising (MLO-AD)

CEN TC353 requests its Secretariat to investigate the submission of EN 15982 to ISO/IEC JTC1 SC36 for consideration as an ISO standard and the liaison officer to take appropriate actions.

Resolution 6: CEN EN 15981:2011 European Learner Mobility - Achievement information (EuroLMAI)

CEN TC353 requests its Secretariat to investigate the submission of EN 15981 to ISO/IEC JTC1 SC36 for consideration as a possible new work item in SC36 and the liaison officer to take appropriate actions.

Resolution 7: Extending commenting period for the NWI proposal Simple Publishing Interface (SPI)

CEN TC353 requests the Spanish NB to nominate an Editor.
CEN TC353 resolves that the commenting period for NWI SPI shall be extended until 2011-12-02.
If substantial comments are received, an on-line meeting will be arranged by the project Editor on a convenient date in December 2011.
CEN TC353 requests the nominated Editor to provide a final version before the end of January 2012 to the Secretariat.
CEN TC353 instructs the Secretariat to send the agreed version to CEN for Enquiry.

Resolution 9: Corrigendum to EN 15981

In view of the errors that have been discovered, and explained to this meeting of the Committee, CEN TC353 requests the Editors of EN 15981 to provide the old incorrect text, the new corrected text and a short explanation to the CEN TC353 secretariat, who will take the appropriate action.

Resolution 10: Adoption of ISO/IEC 19788 (MLR)

CEN TC353 resolves to adopt ISO/IEC 19788-1:2011 and ISO/IEC 19788-2:2011 as European Standards, and requests its secretariat to take the appropriate action, providing the following rationale:
MLR is an ISO standard dealing with metadata in the field of ITLET. Adopting MLR as a European Standard will propagate a common norm in place of uneven national standards for learning resources metadata. MLR introduces a semantic web-based approach to metadata. MLR can be used to describe any type of metadata, including Dublin Core and LOM. Thus, MLR ensures better interoperability between learning resources and learning opportunities. The adoption of MLR as EN will enable a better description of LET in Europe.

Resolution 11: Next meeting

CEN TC353 confirms that the next meeting will be co-located with the CEN WS-LT meeting at IPQ near Lisbon, Portugal on 2012-04-27. CEN TC353 also notes that the CEN WS-LT will meet on 2012-04-26.
The document deadline for the meeting will be Monday 2012-04-02.
CEN TC353 is considering hosting the 2012-10 plenary in Brussels.
