Agenda:
1) Welcome and introduction to metadata (20 min)
Background for this seminar, and what we would expect as outcome from the presentations and the discussions that follows.
Examples from the ISO/IEC 24751:2008 (Individualized adaptability and accessibility in e-learning, education and training) standard would be used to exemplify the problem area. This is a standard that describes the Personal Preferences and Resource Descriptions, where the Personal Preferences are of a more static nature, and the Resource Description of more dynamic nature.

3) Reference Model for Competency driven Learning, Education and Training (20 min)
Jan Pawlowski presents the work and plans of the iCoper project on developing a Reference Model, and how metadata is relevant for that discussion.
4) MLO-AD (10 min)
A presentation of the CWA MLO-AD (Metadata for Learning Opportunities - Advertising).

5) Strategy for choice of metadata approaches, related to the upcoming Learner Mobility work (30 min)
Thoughts and ideas for choise of strategy for how metadata should be described, advantages and disadvantages with different approaches.

6) Why we changed abstract model for ISO/IEC 19788 (MLR - Metadata for Learning Resources) (15 min)
ISO/IEC JTC1/SC36/WG4 have for a long time worked on a new standard for MLR. At the latest draft document a new abstract model was chosen, we would explain why there was a need for a new model.

7) Standards, Specifications and Implementations (30 min)
There is a relationship between Standards, Specifications and Implementations, how is the relationship and how these influence each other, will be discussed.

8) Discussion (90 min)
Personally I suspect that we need different "abstract models" for metadata based on what we would like to describe (sic.)
My hypothesis is as follows:
- If the metadata is primarily for interoperability purposes, a tree based structure could work. Where the metadata is not intended for dynamic update, but are updated by a few authoritative sources. The LOM approach.
- If the metadata could be distributed, or if the metadata would be annotated and updated by a potentially vast amount of people. A more flexible web-enabled approach should be preferred. The DC Singapore Framework approach, or the MLO-AD approach.
