Introduction IMS Global Learning Consortium produced a specification with information model and bindings for Reusable Definition of Competency or Educational Objective in 2002. This influenced the [IEEE LTSC Reusable Competency Definitions|IEEE-RCD]. The "specification defines an information model for describing, referencing, and exchanging definitions of competencies, primarily in the context of online and distributed learning. In this specification, the word competency is used in a very general sense that includes skills, knowledge, tasks, and learning outcomes. This specification gives a way to formally represent the key characteristics of a competency, independent of its use in any particular context.
